Every home the city finished since 2016, added up neighborhood by neighborhood: 97,914 in all, a fifth of them downtown.

A running total rather than a rate: each figure is every home a neighborhood has finished since January 2016. Downtown ends on 19,594, twenty percent of the city’s 97,914 and more than double second-place Hollywood, and it has led every month since June 2017.
A home is counted the month the city signs the building’s permanent certificate of occupancy, which can trail the day the first tenant moves in. Unit counts are only complete from 2016, which is where the film starts: the permit records carry no dwelling-unit figure before 2013, and coverage does not pass 95% until 2016.
