This is not when Los Angeles was built. It is the year of the improvement standing on each parcel today, so every building since demolished is missing from the record entirely and each early decade is undercounted by exactly what did not survive. Bunker Hill reads as new construction.
The basin cut carries the county line and the city cut the city limits. They are different boundaries meaning different things, which is why they are two films rather than one with a toggle.
