The SB 79 Map
Qualifying stops and tiers are SCAG's official SB 79 map, operative 1 July 2026, which the statute gives a rebuttable presumption of validity. It includes categories a rail map does not: stops on full-time dedicated bus lanes, planned lines whose preferred alternative has been adopted, and Metrolink. Parcels are the county's 2025 secured roll, placed by centroid. The assessor records what stands on a lot, not how it is zoned, and SB 79 keys eligibility to zoning: reliable for houses and flats, an upper bound for the commercial and industrial class. A city may exclude very high fire hazard, historic and sea level rise sites by ordinance, and none of that is modeled. Upzoning is not building.
