What the $1.15 billion is made of, and what it leaves out

LAPD's personnel estimate and its separate $95.8 million equipment request

What the police department countedProjected personnel cost across the Games operational period, May 2026$378.2MLAPD officers$354.0MOutside agencies$128.7MSupport$290.4MCitywide policingGames Operations, $732.2M, is the deployment at the venues$1.15B in the memoWhat the memo says it leaves outPriced separately, and on the department's own account not a complete list$95.8M of vehicles, radios and body camerasThe two ways the city's own bill has been added up$956.7M, the same sum without the citywide policing line$1.25B, every published LAPD line added together

All three bands use the same scale.

$457.5M of that total, 39.7 percent, is overtime and overtime-equivalent labor: $156.2M of LAPD overtime and $301.3M of outside labor priced at the same shift rate. The department can staff about a third of the peak requirement itself.

The memo says its projection "does not include equipment, vehicles, technology, infrastructure, training, and planning above the current baseline". This is the part of that the department has put a price on.

Source: Basin Data, la-olympic-cost-ledger. The four components are from the LAPD Major Events Group memo of May 2026, read in full as CAO Budget Memo No. 168. The $95.8 million is the department's November 2025 capital request. Both totals are ours.
