LA COUNTY CONTRACT SERVICES
---------------------------

What Los Angeles County sells to its own cities, and which cities buy policing rather than providing
it.


ROSTER
------

Los Angeles County has 88 incorporated cities. Forty-two contract law enforcement from the
Sheriff's Department, 45 run their own police department, and one, Santa Fe Springs, buys police
service from the neighboring city of Whittier. The arithmetic closes exactly.

The authority for the 42 is the Board of Supervisors item of 25 June 2024 approving the current
Municipal Law Enforcement Services Agreements, whose Attachment B names them. It is corroborated
three ways: the Sheriff's own station pages, which between them list the same 42 and no others;
lasd.org's statement that the department serves "42 of 88 cities"; and the county budget's Sheriff
mission statement.

la_county_contract_cities.csv carries the roster with the Sheriff's station serving each.

Do not classify cities from the California Contract Cities Association membership roster. Its 83
members include Los Angeles, Long Beach, Glendale and Beverly Hills, all of which run their own
departments, and ten cities outside Los Angeles County entirely.

Do not classify cities from the FBI's agency directory either. It lists 88 city police
departments in Los Angeles County, one per city, including "Lakewood Police Department" and "Compton
Police Department", neither of which exists.


LEDGER
------

la_county_cost_recovery.csv is the Contract Cities Services Cost Recovery revenue account broken
out by department, from the Countywide Financing Sources schedule, plus the separate Sheriff Patrol
Contract Cities budget unit. Together, cities pay the county about $613 million a year.


A NOTE ON THE FIRE FIGURES
--------------------------

Los Angeles County Fire serves 59 of the 88 cities plus the unincorporated area and La Habra in
Orange County, but only 13 are fee-for-service customers. The other 47 sit inside the Consolidated
Fire Protection District and pay through a property tax share rather than a contract. Only the 13
appear in the cost recovery ledger.

works and municipal filings are public records; none of that is ours and none of

of a commercial product, provided the attribution above travels with it.

If a source carries its own attribution requirement, that requirement survives
this grant. The source table is under "Terms" above.
